Provincial Nominee Programs Allow More Immigrants to Canada

While, every year the Department of Citizenship and Immigration of Canada organizes conferences to discuss on the number immigrants in the country, the PNP, which is the Provincial Nominee Programs are welcoming more overseas immigrants than before. The CIC is planning to grant about 40,000 immigrants under the Provincial Nominee Programs this year.

Jason Kenney, the Minister of Immigration, Citizenship and Multiculturalism of Canada said that they understand that the provinces and territories desire to recognize their own economic immigrants and this is the reason, the Canadian government has decided to increase their projected nominees' admission every year.

He also mentioned that in order to streamline the immigration program of the country, the Immigration Department of Canada is committed to work with their territorial and provincial counterparts.

The Provincial Nominee Programs of Canada gf allow the provinces of the country to nominate people who want to migrate to Canada with the interest of settling down in a particular province. For people, who want to go for Canadian Permanent Residency, Provincial Nomination can be a good option. Every province of Canada has its own PNP. Though, Quebec is not part of the Provincial Nominee Programs but it has own selection process.

As the PNP programs are designed to meet the specific needs of the provinces and territories, therefore requirements for every PNP may differ from each other. On the basis of the needs for workforces, the provinces choose nominees and applicants having the ability for effective contribution to the community.

Candidates, applying via PNP, at first have to get a Provincial Nomination Certificate from the territory or province. When the nomination becomes successful, the candidate has to go for CIC for his or her Permanent Residency Visa.

The applicants who don't qualify for the Federal Skilled Worker plan may qualify for a PNP. Though the Federal Skilled Worker Plan only grants applicants having suitable experience as a skilled worker or a job offer from a Canadian company, several PNP accepted applicants with work experience are considered as semi-skilled workers.

The overseas workers have to get a job offer from an employer of Canada and also have to apply for a Temporary Work visa to qualify for certain PNP. But, before the Temporary Work Visa can be granted, the Canadian employer who wants to employ a temporary overseas worker may have to apply for and get permission of positive Labour Market Opinion (LMO) by the Canadian Human Resources and Skills Development Department. HRSDC will provide an affirmative LMO only when foreign worker will meet all the requirements and the HRSDC will get satisfied that the overseas worker won't be having any negative impact on the labour force of Canada. However, certain work permits can be granted even without obtaining an LMO. For instance: under international agreements, work permits can be obtained without an LMO, like NAFTA (the North American Free Trade Agreement).

In the month of April, this year, the both the Temporary Foreign Worker Program and the criteria for potential Canadian employees and employers have made much tougher. Overseas workers who want to apply for a Temporary Work Visa and the employers of the Canada who want to employ foreign workers are asked to go for an experienced lawyer of immigration to avoid mistakes.

This year, the Federal Skilled Worker Scheme is accepting fewer applications. Therefore, several applicants would have to find some new programs that can provide them the opportunity for the applicants to qualify for Permanent Residency and the Provincial Nominee Programs of Canada.
